MCADD |

MCADD was designed specifically to serve the base of
consumers with chemical use and or abuse who are being underserved by the
public mental health system. MCADD represents consumers, providers, family
members, and the community at large. MCADD is composed of providers, consumers,
recovering individuals, law enforcement, representatives of the state,
representatives of the local mental health governance, and community members.
MCADD’s genesis came as a reaction to the deleterious effects of mental health
reform in North Carolina that began in 2001 and was implemented starting in
2003. North Carolina had the intention of improving the delivery of behavioral
health treatment through the privatization of services and definition and
limitation of services. The result has been contrary to the intended result,
with a significant shortage of services and difficulty of access to care for
the consumer. Our area has had a 68% reduction in providers as a consequence
and it is the consumer who has paid the price. Our jail population has risen
16% in the same time, probationers have gone up 53%, and hospitalizations and
overdoses have also increased. MCADD was formed by a few dedicated providers to
address this problem and to improve the system from a grass-roots perspective.
MCADD’s goals for 2008

Establish a website to facilitate networking, information dissemination, and
visibility

Host a series of meetings for elected officials and county staffers regarding
the facts about substance use disorders, their prevention and treatment

Host a series of town meetings to inform the public about substance use
disorders, prevention, and treatment

Host the annual community recovery month event

Outcome study of services for inmates of Buncombe County Detention Center
-
Develop a financial plan and capital campaign to fund the activities of the
council

Establish a paid position to oversee the activities of the organization
-
Establish networking with other organizations for collaborative efforts

Provide periodic fact based articles related to substance use disorders for
publications in local newspapers
